Risk-Based or Driven by Banking Policy?<\/strong> by Dr. Andr\u00e1s Bethlendi, Head of the Finance Department and Dr. Katalin M\u00e9r\u0151.<\/p>\n\n\n\n<p>Here is the brief summary:<\/p>\n\n\n\n<p>&#8220;This article analyses whether, within the European Union\u2019s unified regulatory framework, the system of green banking regulation in the Visegrad countries (namely the Czech Republic, Poland, Hungary, and Slovakia) is shaped by risk-based, prudential considerations or rather by different policy considerations. Using a policy design analytical framework, this study presents a comparative analysis of the green banking regulations of the European Central Bank (ECB) and the four Visegrad countries (including the micro- and macroprudential, as well as the supervisory toolkits), demonstrating that despite a common EU starting point, there are numerous differences in regulation stemming from each country\u2019s banking policy. While Slovak regulations follow the ECB\u2019s Single Supervisory Mechanism, those in the Czech Republic are characterised by a minimalist implementation of EU rules, those in Poland by the prominent role of development banks, and those in Hungary by the exceptionally active role of the National Bank of Hungary (MNB).
